Overview
Oceara is the only mono-water that can self-scale with damage-dealing techniques thanks to Serbatiyo's Wrath. However, even Hurry-Wart Oceara is very limited in terms of what it can do on turn one, and the necessity to continuously clear holds for its best techniques do not work very well with Oceara's frailty. This weakness is mitigated by running Oceara on Freeze teams, where the Freeze status coming from Tsunami and another cold source turn 1 can cripple opponents from responding. Oceara is a build-around win condition that is one of the most difficult to pilot, but can be very rewarding and interesting to use.

Description
Hurry wart allowing access to spread damage with Tsunami out the gate and Serbatiyo's Wrath after just one turn or a swap-in makes Oceara a scary ramping threat. Access to Water Blade also means Oceara will never feel particularly threatened by opposing priority moves as it can hit first with its own. Oceara can easily sweep in the late-game if left unchecked after Serbatiyo's boosts, but even in shorter games can get large amounts of damage off and generate value by painting a huge target on itself, allowing your other Tems to act more freely.
The 4th move slot on Oceara is quite flexible - Blizzard can easily be replaced with Sharp Rain, Flood, Unseen Blow, or High Pressure Water depending on your needs and preferences.
